Can the payment be pro-rated if it is paid during in the middle of the year?
No. Payment is for a calendar year, from January 1 to December 31, and remains the same no matter when the payment is made. For example, if payment is made in April, then the full amount must be paid and access will continue only until 31 December of that year.
